Four tiers in the East from what I can tell:
1. Whitby Wildcats
2. York-Simcoe Express, Ajax-Pickering Raiders, Barrie Jr Colts, Peterborough Petes
3. Quite Red Devils, Central Ontario Wolves, Greater Kingston Jr Gaels
4. North Shore Whitecaps, Markham Waxers, North Central Predators

Burlington, Oakville and Niagara are the best and it isn't even close.

West is already won. Niagara.
East is already won. Whitby.
Rest it’s for the development and see what super team your kid can get on for u11. The longer these open borders exist the less competitive all leagues will be.
